This is the best town to trick-or-treat in in Minnesota, according to data.

USA TODAY compared towns based on data and several factors, including crime rate, resident age, and housing occupancy. They published a list of the best towns to trick-or-treat in in every state, and Minnesota's is southern Twin Cities suburb, Elko New Market.

According to USA TODAY, Elko New Market reported zero crimes per 100,000 based on the latest available data. Over 31% of residents are under the age of 14, and 97.5% of homes are occupied...which means there are a lot of trick-or-treaters, and a lot of homes handing out candy!
