An animal rescue center is seeking help to find the person responsible for the death of a dog found skinned in the middle of a northwest Minnesota road.
Red Lake Rosie's Rescue, which operates on the Red Lake Indian Reservation, says it found the remains of the 7-month-old German Shepherd, whose owner says was named Smoky, on Mar. 26.
