Minnesota ranked 6th out of the 50 states. Maine finished on top and Michigan was dead last. I've lived in Michigan and can attest to that rating.

To quantify overall driver standards for comparison, we weighted various incident totals for each state with its occurrence percentage. The rankings are a sum of weighted means calculated from these incidents":

- Citations
